Civic Education Alliance (CEA)
2026 Program Introduction
The Develop Empowerment and Action for Communities (CEA) program is a collaborative initiative funded and supported by a network of major partners, including BCNC, Voting Table, M-TAC, UCA, Lions Law, Pan & Associates, and other community and individual organizations.
Project Focus and Objectives
The mission of CEA revolves around five core pillar
Promote problem gambling awareness to the community
Raise public awareness, provide intermediary support to people affected by gambling addiction, and express the evils of gambling with popular songs, hoping to penetrate people's hearts.
Promote civic participation
Encourage minority voters to participate in voting and recognize the rights and importance of voting.
Create encouragement of vulnerable group
For example, to mentally challenged, disabled people, by providing opportunities to participate in community activities to perform and encourage integration at the social level.
Advance community concerns about mental health issues
Provide certified Mental Health First Aid (MHFA) training to equip community members with basic skills.
Developing leadership programs for young people and retirees
Foster community creativity and leadership by engaging volunteers.
Live projects and events
We provide a center for resources and social contacts based in the CEA office. Our services in the office include:
- Community Service Assistance
- Basic English class
- Mental Health First Aid (MHFA) training, referral, and support
- Regular support groups and entertainment such as dance practice and singing practice.
- Thematic sharing, networking (barbecue or coffee, refreshment gatherings) to strengthen community connections
- Accepting rental of the activity room for small celebration parties (small celebrations, birthday parties, etc.)
Outreach and cultural integration
To ensure broad accessibility on problem gambling awareness, mental health challenges, and voting, CEA integrated its essential messages about gambling awareness and mental health into the cultural fabric of the community. We are in:
Outreach activities at major cultural festivals such as the Lunar New Year, Dragon Boat Festival, and Mid-Autumn Festival, as well as collaboration with Xiqu cultural groups and interest groups.
Community support programs
We will extend to minority groups through our targeted support program. These plans are included in:

Supportive visits to adult day health centers and apartments for older people.
Plan For 2026 Outreach
There are 4-6 community entertainment events planned for 2026 to coincide with cultural festival celebrations:
- In conjunction with holiday celebrations, create signifying opportunities and invite communities with spiritual challenges, mentally retarded, and disabled groups to express their talents, step out of their personal circles, and encourage participation in community activities.
- A barbecue, reunion at the Public League Education Parking Lot.
