由Project Citizenship和波士顿市长移民促进办公室(MOIA)联合举办的2019年度波士顿公民日将于9月28日(周六)在里维斯体育中心(Reggie Lewis Track and Athletic Center)举办;波士顿市长伟殊及主办方鼓励符合条件的绿卡持有者登记参与,享受一站式入籍申请和咨询服务。

今年公民日将有超过350名多语言社区志愿者、翻译、法学生和公益律师现场提供服务;年满18岁或以上,持有绿卡并在美国居住满五年以上、或与美国公民结婚满三年以上,具备英语读写说能力者,可报名预约,带齐所需证件现场填写申请,过程预计持续两个至两个半小时。

Project Citizenship项目和运营主任托雷斯(Melanie Torres)受访时介绍,2018年公民日共有438人登记,346人参与,其中23人为亚裔,主要为华人和柬埔寨裔;当前距今年公民日还有月余,已有150人报名。

她强调,日前川普政权提出的“公共负担”新规,并不会影响持有绿卡想入籍者。

她说,报名时会询问是否使用公共福利,是因为若接受低收入福利,并持有证明文件,例如麻州健保(MassHealth)、SNAP粮食券等,可免交725元申请费用;而2020人口普查、波士顿家庭儿童部门和福利部门等都会到现场提供资讯和解答相关疑问。

据Project Citizenship资料,麻州拥有全美第七大移民人口,17%麻州劳动力海外出生,超过半数博士学位持有者是非美国出生居民;麻州至少有30万符合入籍条件绿卡持有者目前尚未申请。

为鼓励更多人参与,主办方在MBTA和高速路边、以及社交媒体都准备贴出多语言宣传海报,其中包括简体中文和繁体中文版。

托雷斯说,入籍申请分多个步骤,波士顿地区整个过程平均完成时间为8至10个月,虽比以往长,但短于大部分其他城市。

她说,符合条件者申请成功率高达95%,失败者很多是因为英文水平不达标;若申请入籍时年满55岁,持有绿卡居住15年以上,可使用母语参加入籍考试。

波士顿市长移民促进办公室主任瓦力(Yusufi Vali)说,市长伟殊非常重视这个可以为居民带来更多服务和机会的活动,届时会到场。

波士顿公民日 主办方提醒:想入籍趁现在

波士顿市长移民促进办公室(MOIA)主任瓦力(Yusufi Vali)提醒,符合条件且有意愿入籍成为美国公民的绿卡持有者,建议尽快申请;入籍在不久的将来,或变更困难。

今年6月刚入职担任移民促进办公室主任的瓦力,九岁从印度移民来美,曾担任波士顿文化中心伊斯兰协会(Islamic Society of Boston Cultural Center)执行长。他在入职声明中曾提到,作为移民,他理解举家搬到新地方和融入新文化的艰难,特别在当前充斥分裂和丑陋政治言论的环境下。

瓦力受访时说,在当前局势下,未来入籍公民只会变得更难。不仅明年可能将增加入籍申请表复杂程度,而且入籍考试和要求也可能相对变难,申请时间和费用都有可能变化。

他鼓励符合入籍条件者积极参与由Project Citizenship和波士顿市长移民促进办公室联合举办的2019年度波士顿公民日;尽快开始申请程序的同时,享受公民日专业服务,避免自己填写申请出现错误。

Project Citizenship项目和运营主任托雷斯(Melanie Torres)补充说,当前低收入者可免除申请费,现已有提案建议更改当前只需提供公共福利证明的要求,而改为提供收入证明,增加证明难度。

她说,有报名者哭着打电话,想要尽快入籍,害怕被遣返;还有多位报名者对公共福利提供证明非常敏感,担忧影响入籍。

托雷斯强调,现使用公共福利的绿卡持有者不会因此被取消绿卡或被遣返,也不会因为这个原因而不能入籍。

瓦力谈到,川普政权提出的“公共负担”新规最早10月15日才会执行;另外,现有多个州正在因此提案提起诉讼,或会推迟执行时间。

由于中国不承认双国籍,部分华人绿卡持有者因回国便利等原因而未选择入籍。对此,托雷斯回应,该机构尊重每个人的决定,不会鼓励任何人一定要选择美国国籍。

她提醒,如果想要在2020年大选参与投票,成为联邦雇员,或参选民选官员等,都需要入籍。

入籍资格、步骤小贴士

年满18周岁或以上,持有绿卡并在美国居住满五年以上或与美国公民结婚满三年以上,具备读、写、说英文能力者;若有意愿入籍美国,可选择参加即将在9月28日举办的2019年波士顿公民日,或其他社区组织入籍班入籍申请帮助服务。

前往波士顿公民日前,可洽Project Citizenship办公室(617) 694-5949 咨询是否符合入籍条件;报名成功后,活动当天需携带绿卡、所有护照(包括已过期)、社会安全卡(SSN)、五年内工作资料、五年内居住地址、交给美国国安局的汇票725元(若接受低收入福利并持有证明文件则免费)。

入籍步骤:向移民局提交申请资料;约一个月后,收到收据和接收通知;其后会收到生物辨识取样通知,完成打指纹、拍照等;寄出资料约5-9月后,会收到面试通知,面试和进行英文和公民考试;若通过,将收到入籍宣誓通知,出席宣誓仪式,归还绿卡和收到入籍证明后,即成为美国公民。

入籍后可享有的权利包括,选举投票、帮家属申请移民、18岁以下持有绿卡小孩自动成为公民、留美保障、自由出入停留、额外政府福利、可申请仅提供给公民的工作、更多上学补助、美国政府全球公民保护,以及可参选联邦、州或地方官员等。
